BULKY ITEMS 
The
District provides a free bulky
item service for the disposal of furniture, and some appliances
will collect two such items from each household every thirty
days. This includes refrigerators, washers, dryers, dishwashers,
stoves, sofas, chairs, hot water heaters, mattresses's, box
springs. This free service must be scheduled in advance of your
neighborhood collection day by calling the District Office at
(714) 893-3553. Or by emailing the District at Info@mcsandst.com.
When you phone or email the District. Be prepared to give the following information to better able to serve you.
Your address, the day your refuse service is done on, two items you wished to be picked up, a day time phone so that personal can contact you with your scheduled confirmation date.
If you have phoned the District office and left a voice mail, or if you are emailing the District with your request. Please make sure District personnel contacts you with your scheduled date of service before putting your items out for pick up.
Service cannot be completed on unconfirmed requests
Midway
City Sanitary District is not permitted to collect television sets
and computer monitors, which have a high lead content and are considered
hazardous waste by the State. Television sets and computer monitors,
along with other household hazardous waste, can be taken to the Household
Hazardous Waste Center at Gate # 6 at Rainbow Disposal. For

The
District is unable to pick up extra bags of trash, construction material,
wood, fencing, carpeting, tree stumps, commercial equipment, spas,
tires, or car parts, no mirrors or mirrored closest doors nor any broken windows are allowed. The District's bulky item service is also not
provided for remodeling or construction projects. If you are doing
remodeling, construction, or large yard clean up projects, we suggest
you contact Rainbow Disposal at 714-847-3581, for Rent-A-Bin service.
Please
do not drop off bulky items at the District Office. Our office does
not have the facilities to accept any bags of refuse or large items.
If you see abandoned furniture, electronics or trash in your alleys, in the street that is not put out for regular pick up. Or items left abandoned in front of Apartment complexes for long periods of time please call your local Code Enforcement at the Westminster City Hall (714) 898-3311 Ext # 427.

Please take all household hazardous waste products to your nearest collection center location listed below.
The
County operates four Household
Hazardous Waste Collection Centers for Orange County residents
to dispose of hazardous materials. These collection centers accept
used motor oil, paint, solvents, pesticides, used automotive batteries,
household cleaning products, and pool chemicals. Products must be
packaged in their original containers. For a small list of Household

The
nearest Orange County collection centers are located at the following
locations:

Visitors
dropping off hazardous waste are required to provide proof of Orange
County residency. Centers are open Tuesday through Saturday, from
9:00 a.m. until 3:00 p.m., and closed on rainy days. The Collection
centers do not accept ammunition or asbestos products. More information
on
household hazardous waste disposal is available by calling (714)

State
law prohibits the transportation of more than 15 gallons or 125 pounds
of hazardous material per vehicle. Please honor this limitation.
Remember not to mix hazardous materials!
MOTOR OIL DISPOSAL 
Both the City of Westminster and the Midway City
Sanitary District accept used
motor oil. The Public
Works Yard, located at 14381 Olive Street, See Map. is open Monday
through Friday from 6:30 a.m. until 5:00 p.m. The District
Office, located at 14451 Cedarwood
Avenue, See Map. Is open Monday through Friday from 8:00 a.m. until
4:30 p.m.
Oil
must be stored in sturdy, non-leaking, lid-fitted containers which
can be left at the drop off location during business hours only.
Oil brought to the District must not be mixed with antifreeze or
other
contaminants.

SEWERS 
Do not pour cooking oil, grease,
or fat down your sink. These materials can harden causing blockages
in the sewer lines, which leads
to costly unpleasant sewage spills in or near your home. Fats,
oils, and grease should be placed in sealed containers and disposed
of in your black container. For more information, take a moment

CHRISTMAS TREE RECYCLING 
The
District will collect Christmas trees January 7th to the 18th. Simply put the tree
out on the curb near your containers on your regular collection day, a
separate truck will come around to collect it. Please be sure to
remove all ornaments and tree stands!
TRASH BIN RENTALS 
The District’s authorized commercial franchisee,
Rainbow Disposal Service, provides rent-a-bin
and dumpster service for your special needs, please phone 847-3581.
REMODELING,
LANDSCAPING, AND CONSTRUCTION DEBRIS:
Construction
materials and materials generated by landscaping projects are not collected
by the District. Material may be self-hauled to a County landfill site,
or you may call Rainbow Disposal at (714) 847-3581 to rent a large
bin.
CONTAINER USAGE 
To
provide the most efficient automated service, the District reminds
residents of the following:
- All
waste must be placed in the black and blue cans provided by the
district, no extra bags or boxes of trash can be collected.
- Place
containers in the street with wheels against the curb by 6:00
a.m. on the day of service, or the night before.
- Allow
three feet of space between containers, and keep containers at
least three feet away from all vehicles or objects.
- When
street sweeping day coincides with collection day, keep containers
up on the curb.
- Lids
must be closed on containers. If possible, place waste & recyclables in plastic
bags. This keeps your containers cleaner, it also helps reduce spillage and litter blowing away on windy days when containers are being serviced.
- No
yard waste is to be placed in blue containers.
- No
furniture, mirrors, broken windows, glass table tops glass panels from cabinets etc. are not to be placed in any District containers. This types of items must be taken by the resident to the local public dump.
- No
dirt, sod, rocks, palm fronds, cactus, all types of construction material, tiles, bricks, concrete, carpets, auto parts are not to be placed in any District containers. These types of items must be taken by the resident to the local public dump.
- Bag,
tie, then place animal waste, cat litter, diapers in your black
containers.
- Remove
containers from the street within twelve hours of service. Containers
must be stored out of public view per Ordinance 53. Please call

City Of Westminster
AN ORDINANCE OF THE CITY OF WESTMINSTER AMENDING THE WESTMINSTER MUNICIPAL CODE BY AMENDING SECTION 8.16.030 PROHIBITING INTERFERENCE WITH GARBAGE AND REFUSE CONTAINERS OR THE CONTENTS THEREOF
WHEREAS, the Westminster Police Department has received numerous complaints from residents and businesses concerning persons scavenging in garbage and refuse containers and causing refuse to be removed from the containers and deposited upon the ground or street; and
WHEREAS, such careless handling of garbage and refuse creates litter, unsanitary conditions and maintenance problems for the container owners and surrounding property owners; and
WHEREAS, persons scavenging through the contents of garbage and refuse containers expose themselves to possible health problems of physical injuries; and
WHEREAS, the citizens of the City of Westminster have a reasonable expectations of privacy regarding personal records and information that may be discarded in the garbage and refuse containers; and
WHEREAS, the City Council has determined that in the interest of the public health, safety and welfare the unauthorized interference, tampering or meddling with garbage and refuse containers or the contents thereof shall not be permitted.
NOW THEREFORE, THE CITY COUNCIL OF TEH CITY OF WESTMINSTER DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1: Section 8.016.030 of the Westminster Municipal Code is hereby amended to read as follows:
8.16.030 Interference with Garbage or refuse Container Prohibited. No person, other than the owner thereof, the owner's agents or employees, an officer or an employee of city, or any agent or employee of person holding a contract with the city for the collection, removal and disposal of garbage or rubbish, shall interfere, intrude, tamper or meddle with any garbage or refuse container , vessel, tank or receptacle, or remove, or take any of the contents thereof, or remove any such container, vessel, tank or receptacle from the location where same shall have been placed by the owner or by the owner's agents or employee thereof.
SECTION 2: Any provision of the Westminster Municipal Code or appendices thereto inconsistent with the provisions of this Ordinance, to the extent of such inconsistencies and no further, are hereby repealed or modified to that extent necessary to effect
SECTION 3: Should any provision of this Ordinance be determined to be invalid or unconstitutional, all other provisions of this Ordinance shall remain in full force an effect as approved.
SECTION 4: The Mayor shall sign and the City Clerk shall attest to the passage of this Ordinance. The City Clerk shall cause the same or a summary thereof to be published within (15) days after adoption in the Orange County News, a newspaper of general circulation in Westminster, California. This Ordinance shall become effective after 30 day from its adoption.
